The purpose of this study was to determine the implementation of the social assistance program (RTLH) in Petung Village, Jatiyoso District, Karanganyar Regency in 2015-2017. The theory used in this research is the theory of policy implementation according to George C. Edwards III, factors that influence implementation are communication, resources, dispositions or attitudes, and bureaucratic structures. The method in this research is a qualitative descriptive method. The results showed that the implementation of the Social Assistance Program (RTLH) in Petung Village, Jatiyoso District, Karanganyar Regency in 2015-2017 has not been running optimally. This can be seen from the lack of budget funds, but proposals or requests for social assistance are numerous. It can also be seen from the lack of community participation in the implementation of development, such as there has not been a lot of mutual cooperation of personnel to help RTLH social assistance recipients to further ease the burden on recipients’ costs, and also the problem of socialization that has not been conveyed optimally. Researchers provide suggestions regarding this research so that the village government is more firm in rejecting proposals for social assistance that do not match the criteria for beneficiaries. To further coordinate the socialization so that it can be conveyed to recipients of social assistance, and increase community participation to carry out mutual assistance to help recipients of assistance to ease the burden on beneficiary costs.
